Well - technically it's not free... but you know what I mean.

For anybody else who owns a house/duplex/etc. in Tennessee... the Tennessee Valley Authority is running a program to try to lessen energy demand since there is so much growth in demand they are almost on the verge of having to build another plant (so I hear).

Pay for a $150 inspection... they tell you ways to lower your energy bill (insulation, new doors, windows, seal cracks, etc.) - and if you do any of it they will pay you up to $500 + give you back the initial $150 dollar inspection fee.  So basically - you get a free inspection, $500 towards fixing up your place, and you lower your energy bills.

Here is the website:

I did something like that where I am also. If you need to do some work on your house such as insulate, may as well use that. I expected to get more back than I did, because they wouldn't give the entire reimbursement if you did the work yourself. $500 for contractor / $250 for doing it yourself.

The project would have cost #2,000 by somebody else (with poor materials - cellulose), but I did it myself for $800 with fiberglass. It took me a lot longer though. Oh well - got $250 back.
